Check 1: The Nevada licence
Nevada requires a State Contractors Board licence for plumbing work. Ask for the licence number and look it up at nscb.nv.gov. The record shows the classification, the bond, and any disciplinary history. A plumber who will not give a number is not a plumber you want in the house.
Check 2: A written quote before work
The quote should list what will be done and what it costs, before any work starts. Hourly plus parts is acceptable if the hourly rate and the estimate of hours are written down. Walk away from anyone who starts work and prices it afterward.
Check 3: The after-hours policy
Ask what happens if you call at 9 pm. Some companies answer and dispatch; some take a message; some route to a call center that books the next day. None of these is wrong, but you should know which one you are getting before the emergency.
Check 4: Who answers the phone
Call the number and listen. A dispatcher who asks what is happening and where is a good sign. A menu that sells you a membership first is a sign of the business model.
Check 5: Recent reviews that mention the job
Read reviews that describe a specific job similar to yours: a water heater, a slab leak, a main line. Ignore star counts. Three detailed reviews about water heater replacements tell you more than three hundred stars.

This site exists for the person who does not want to spend the evening comparing companies. Tell us what is going on, and a Las Vegas plumber calls you back. The plumber quotes before work, you pay the plumber directly, and the licence check above still applies: ask for the number.
Your questions
Are franchise plumbers better than independents in Las Vegas?
Neither is better as a category. Franchises have more trucks and later hours; independents often have the owner on the job. Apply the five checks to both.
What does a Nevada plumbing licence actually cover?
The C-1 classification covers plumbing and heating contracting. The record shows the monetary limit the contractor is bonded for. A small limit is fine for a water heater; a large job needs a limit to match.
Can a handyman replace a water heater?
Not legally in Nevada if the work needs a permit, which a water heater replacement does. Use a licensed plumbing contractor.
